This may be a puzzling image for folks who don't live in ranching country. Here, cattle ranchers rotate their herds and will close off access roads with barbed wire. To make those provisional gates visible, they'll hang whatever is at hand on the wire to warn drivers; in this case, anti-freeze jugs. Tumbleweeds have here drifted against the barbed wire, as tumbleweeds are wont to do.
