Weird bag question, need some innovative ideas

You might tape or sew them in lightly to start, to feel the balance, and then sew them firmly in the right place once you've got the proper balance.

Yeah–talk to your bagmaker friends, and if you figure out some kind of solution let me know–I'd probably be interested in something along the lines of what you're looking for.
 
I used a Lowepro Slingshot 200 on a bike trip and it worked very well, but I was only carrying a single DSLR , 2 lenses, flash and accessories. It's handy because you can quickly swing the bag to the front and take out the camera, without taking the bag off or getting off the bike. the do make a bigger model also
