What causes "This photo unavailable" from Flickr?

Just out of interest, what causes photos inserted into threads to occasionally appear as white boxes stating that a particular photo is unavailable?

Any knowledgeable net-izens or rff-denizens want to chime in?

Or the owner might have changed the photo's privacy setting to "friends only"/"family only."

Or they may have uploaded a new version using the "Replace this photo" function. I think.

Have they changed this? When I've replaced a photo in the past, the underlying URL still works.

i always had problems when replacing a photo, but i haven't tried in a while.

I recently did a mass change of permissions, not knowing/thinking it would effect linked images. It did. Oh well.
