What did I do wrong?
The bottom has weird black glows and the grain is really too much.
It looks like the negative is washed out or something..

Looks like developer exchange to the film wasn't good, did you agitate the tank or let it stand? At the perforation you have a more dense neg (developer could get there) so i think agitation. My 0.02.

I made a fresh dev for this 100ml dev 400ml water at 20C
I agitated first 30sec continuously after that 4x per 30sec.
