What is this lens?

I found the following picture from an old auction listing - the sale is done, but I don't think I've ever seen the attached lens before - any idea what it is?

It is a lens by the French maker Berthiot, maybe a Flor. Very rare, I do not know anything about it.

Also, there is a strange collar around the speed dial of this wartime IIIc. Maybe Leica Tom can tell us something about it.
