looks like an enlarging lens. But I don't actually know. Of course, from the picture, one might call it a screwmount Voigtlander. But my knowledge of older cameras is nearly non-existent.

Large format lens maybe? 21cm focal length suggests just that...
Looks like an enlarging lens to me too, with the focal length about right for 5x7" film format. No shutter present. Lenses made to be fitted with leaf shutters come apart in the middle, I believe, so that the rear group fits behind the shutter.

Looks like a large format process or barrel lense. Do a search on "Heliar 21cm"... it doesn't look like the Heliar that comes w/ a shutter tho.
