Possibly a gap between the shutter curtains. So when you wind on, and if you pause when the curtain gap is 1/3 across the film, light can enter through the gap between the first and second curtain. I had something like this with a cloth curtain camera.
 
It's there now, yes.

I've never loaded an M6, but it looks like someone opened a door and let light onto the film. During processing, perhaps?

How many times has it happened to your friend, and where is it along the roll?

Was this one of the first few frames on the roll? Were there more frames on the roll like this or is this the only one? Does he bulk load his film? The streak isn't uniform across the width of the frame so this rules out shutter problems. It's definately light struck but my guess is light leaking in the felt trap of the cassette if it's in the first few frames in the roll. I've worn out the felt on reusable cartridges and had this exact thing happen.
 
I think I've seen this on film i"ve developed at home...when loading film on the reels sometimes the film won't slip in properly and it will buckle in the reels.
This will allow the film to touch leaving uneven developing in that spot...
Now...if this roll was developed in a machine...never mind...
Watch for patterns...has it happened more than once...does it happen in the same spot...stuff like that...
 
I agree this looks like a problem with the film touching something in the development tank. I get similar streaks like this one occasionally.
 
Really we need to see the rebate of the film to help diagnose the problem. A light leak should be strongest at the very edge of the film, a shutter problem would still show clear rebates. If it was the film touching during development the area would be darker than the surrounding image
 
had something similar in my old leica IIIc. it turned out to be dirt in the shutter mechanism. so, i think CLA might be worth while trying.

i see a problem in proving this, and also proving that CLA has helped (if it helped).
trying to return it and get a different camera might be a good idea ...
 
Difficult to say whether it's shutter, roll, processing or user mistake. I had a similar effect on a Bessa L with bulk loaded rolls. I found out the roll had displaced the foam around the window wher one can see the ISO value of the roll, and the light went in.

In this case; its difficult to estimate what it was. I had a defunkt M6 shutter once, but then the pix were half black.

I'd just try to repeat it with another roll. Errors must be reproducable to find them out.

A bouncing shutter would indicate a brake problem. It's not fatal and easily adjusted out. If it's under warranty I'd get it done as you'd wind up getting a free shutter service.

Trying to get back on point.
My M4 started doing that intermitently after 30 years. The shutter was hanging up. DAG fixed it.
