Tape recorders only pull more tape when in fast-forward or rewind modes. During play and record the tape is pulled at a constant speed between a metal capstan and rubber pinch-roller (in all but the very crudest dictating machines anyway). The capstan and pinch-roller are equivalent to the film sprocket in a 35mm camera. The take-up spool of a tape recorder has a slipping clutch, exactly analagous to to that in a 35mm camera.
