No, it is not in rewind mode but it is not wining up for some reason.

the 2nd and 3rd photo show it is in rewind mode. As you see the shutter release spring/pin (on the bottom of the camera) is pushed down as it should be in rewind mode.
Use a thin screw driver to poke the pin inside the sprocket holder cylinder (from the opening near the upper sprocket teeth) to see if you can go back to advance mode.
EDIT: Now I have a computer. I meant here. Be gentle and make sure the collar indicates it's on advance mode before you start.

Why not just turn the rewind collar? (genuinely curious, does it not work with the top plate off?)

If the collar around the shutter button is set away from "rewind" (I can't tell from the photos) then the mechanism is gummed up and failing to go back into "advance". The mechanism is definitely in "rewind" mode in the photos. You would need to dismantle the shutter release mechanism and clean the dried up grease out of it and then re-lubricate it if turning the collar to "advance" doesn't work. You'll find that's covered in the "HOW TO" sticky at the top of this sub-forum. Look at section 4.

I assume OP must have tried that, as wolves said I also think something's gummed.

I've got a gummed up FED 2 that does the same thing. You can watch the winding post go up, then never come back down. The seller had spritzed it with some WD-40 that obviously evaporated before it could do its job, but left that tell-tale smell behind. Just like the OP, it's going to take a complete tear down to get all the gunk out.

WD40 isn't often very helpful in places like this....
If it's gummed up, either cigarette lighter fluid or a spray electronics cleaner like CRC "QD" can be used to flush out the old grease. It ought to work normally after that.

Right, WD-40 is the last thing that you want to use in or on a camera or lens. Lighter fluid will evaporate off cleanly, not so WD-40, it will just cause worse problems. Most FSU cameras have dried lube issues, and the lube tends to dry very thickly. It's not quite as bad as the Agfa green gunk that becomes super glue on focus helicals, but it's pretty stout stuff. A squirt of lighter fluid is a trial effort, but usually you have to dissemble things and clean then thoroughly on a FSU camera or lens, and re lube w/ only a small dab of light oil of the right type.

Hey guys, just wanted to say thanks for the advice. Had to flush the sprocket with lighter fluid but that fixed the shutter issue.
