Zorki 4 Shutter Speed Setting Issue

I've had a look through the forum and can't find a solution, however I may have missed it or searched for the wrong thing so my apologies if that's the case.
I inherited one of my dad's old cameras - a Zorki 4 - and I'd quite like to get it working again.
Most things appear to work fine, if a little 'sticky', but there is one issue that causes concern. The shutter speed setting dial turns to B, 1000, 500, 250, and 125, but after that there is a pretty hard stop, or at least a resistance that. I'm not prepared to push against.
I've searched here and on YouTube but can't find anything that really helps in being able to diagnose the problem and go on to fix what's wrong.
Any help would be most welcome.

There is some resistance, but shouldn't be too much.
The going from 1 to 25/30 baffles me and I find a lot of resistance in that change
From the readings, never move the dial beyond B (B-1/25 or B-1/30)
 
I disassembled and CLAd my Zorki 4. I'm not sure if all versions are the same but in my case there's a difference at exactly the same place. 1/60 and slower require dial to be moved "higher" than 1/125 and all faster. See difference

What is happening when you go to słower speeds when you rotate shutter dial you also wind slow shutter delay mechanism which is gear and spring based.

So either:
- you are not lifting dial high enough
- or your slow shutter mechanism is stuck

Don't force it, most likely camera needs cleaning and lubricating or is already broken
