Plastic push on, inside diameter, the 8 bumps around the ID make it a 38mm diameter, but I figure they deform a bit to make it practically a good fit for a 39mm lens tube.
I just looked at it again, it is a FED cap.

Naaa, not even close, this cap will fit loose over the Industar cap.

Yeah, 39mm is more towards the larger Jupiters-3 and 8 lenses or Industar-61, I think. (or that's 40.5mm possibly)

I actually measured my Industar-22 original cap and fake Elmar cap.
They are in 38-39 mm diameter OP had described.
