Arista EDU Ultra 400 and flash impossible?

Anyone else find when you use flash you get blown out white and blue like crazy???? I thought I overdeveloped the hell out of my first roll I shot with my Contax G2 but... Now I think the film is impossible with flash.

I just developed some in Kodax Tmax Developer at about 7:15, 71.5*F developer. The recommended at 68*F we use in the lab is 8:30.

A few of the pictures look great, but anything remotely close to the camera, anything blue, and many faces, are just like... white. (scanned)

The negatives are too dark, obviously.

P.S. I do NOT believe that this stuff is Fomapan 400 anymore. I have used Fomapan with flash on many occasions and NEVER got anything like these awful photos. They were never blown out. They looked better too.
 
Easy questions first. Was the flash set to the right ISO? Were you using the right F stop on the flash? Were the non-flash pics OK?

Non-flash pics? Hm I would say even they look bad. They look way blown out too. There was only a couple on the roll. They did however have information that the sun was on, they were a bit extra lit, but not enough to equate for what I am getting. It just looks like if something is the tiniest bit overexposed it will turn it white.
