Late 90s/early 2000s Kodak Gold blue layer deterioration

I shot a few rolls of 35mm Kodak Gold in the late 90s and early 2000s, primarily ISO 200 and 400. Over the 10+ years the developed film sat in my file cabinet, it appears that the blue layer has experienced some sort of deterioration. It's an odd anomaly, in that it's most evident in scenes like this, where some elements of the image are white, like the overexposed portion of the sky here, relative to the rest of the image. Also, most but not all of the images on a roll have the issue.

One other data point: I seem to have this problem only with Kodak Gold emulsions. None of the Fujicolor I shot in the same period exhibits anything like this.

So . . . thoughts? Storage issue? Chemical degradation over time due to improper or incomplete washing at the lab? Other? I've been mulling this for the past few years and have run out of possible causes. Thanks, all.

I have a bunch of Kodak Gold 200 and some Gold 100 with the same issue.

Everything has been stored in the same dry shoebox since the 90s, all of the Fuji, Konica and Agfa film has held up spectacularly.

In comparison, I have been scanning plenty of Kodak Gold 200 from the early to mid 2000s and it has held up just fine.
