That white line looks more like some kind of scratching, either from film transport or processing (it does happen at the lab - all too often, in my experience).
Retensioning the shuttercan be a complete nightmare. The trick is to grind a screwdriver blade to fit the slot in the end of the spindle absolutely precisely - otherwise the thing will slip out just when you don't want it to, or move sideways and block the lock plate. The first time I tried doing it, it pretty much reduced me to tears of frustration. With a screwdriver ground to fit, it was a doddle... almost.
I still love my Contaxes for their mechanical beauty and great lenses - but my old M6 is getting more use today. I just love the clarity of that M finder...
