Ebay: to report or not report?

Hello!
I've already asked in ebay forums unsuccessfully, so I'm going to bether you :D

I've bought on evilbay a Jupiter 8 (30 € including shipping) from a Ucrainian guy. The seller sent it 30 days late (he said he was on a work trip).
The tracking from Ukrposht (Ucrainian Post) mark it as "outside Ucrainian borders", so it could be in EU (i'm in Italy).
Unreceived or not good objects can be reported to ebay at max 45 days (not 60, since I paid with paypal) from the payement, and tomorrow it's 45 days since I've paid.
Should I report it? And recall the complaint when the lens arrives and is ok?

I'm a bit upset at a system (ebay) that leaves me alone after 45 days...
 
well, it is on its way to you, yes? As long as you do get the lens from the seller I would just chalk it up to being a pain in the butt. Buy your gear here from now on.
 
Ukraine + Italy customs = you should get it for Christmas :D

More seriously, I bought a lens from Russia and it took more than a month to arrive in France. I would not report it for only €30.
 
You have 45 days (I believe, not sure of every country) to file a dispute with PayPal.

You have to file dispute if you used PayPal, if seller cannot prove delivery with tracking number, you get a refund. Do it immediately, don't just open a case, file a claim.

Italian customs/postal system is terrible, though. Slow, many instances of packages being stolen, and LONG time clearing customs where many parcels disappear.

A PayPal dispute is best. You could already win a PayPal dispute because a seller has to ship within 7 days, or the transaction can be voided.

Start a claim, get your money refunded. If and when the lens ever arrives, you can send the seller the money again.
 
PS: When you make the claim, don't write a long, confusing message to PayPal.

This will work against you, the people who read these complaints are not intelligent.

Make it very simple, one sentence.

"Item paid for on XXX/date, it is now XXX/date and item was not received, I want refund for non-receipt"

Don't write a long letter, ONE sentence stating the facts is all you need to win your case.

I didn't report to paypal (or ebay), today the lens arrived! :)
Well, the lenses arrived! I found that together with the Jupiter 8 (perfect glass and movement) the seller sent an Industar...

The least I could do is recommend him: his nick is nigold.
 
From experience, I know the mail to Italy is painfully slow.

It's also good not to be a hothead.

From disgruntled to singing the seller's praises. Ah, human psychology.
 
If the seller kept in touch with you, and explained why the lens hadn't been shipped earlier, that was a sign of good will. I am glad you didn't file anything. Now, go and enjoy your purchase! :)
 
please please please dont file complaints until you give your seller a chance to respond to you and make things right.
 
How long does it usualy take within the EU? Anyone know? I sent a lens 17 February and it still hasn't arrive to the receipiant in Italy. He's seems kind of worried and e-mails me all the time. Since he didn't get insurrance there is no way to track the parcel. What to do...? Just wait?
 
I waited for 3 and a half weeks for a package that was sent from France. Shortest time was 5 days from Germany.
