Film loading lever problem

Hello everyone, I have a problem with my "new" Electro 35 gsn that I bought on ebay.
The film loading lever is loose. I would like to know if it's normal and how I can fix it. In this video you can see the problem: http://youtu.be/ubA25Nczy4U

No, that's not right. Film advance lever is loose.

Can you fire the shutter and advance?

Yes I Can. The seller has suggested to me that I have to tighten the screw. I try in the afternoon

Looks to me like someone had the lever off and then reinstalled it with out the spring washer. They normally have that much movement, but the spring washer dampens it out and makes it stiffer.
