Filter problem?

Can anyone confirm that the banding (seen here) and other unwanted effects are the result of a suspiciously cheap "Hoya" polarising filter bought on Ebay?

Looks chemical to me, something in the lab, anything on or in the filter glass would be so OOF that close to the pupil it would be a more overall effect, was it just that frame? Or were others on the role the same?

Looks similar to effect one gets with polarizing filter looking through safety glass such as car windshield. Toss the filter, try a better one.

The chances of the polarizer being exactly aligned with the vert edge if the frame seem small, while the bands seem aligned exactly. Did this film see an x-ray machine in an airport?

Simply try another roll; do a test of shots with and without the filter.
