Hello,
I just bought a orange filter for my Minolta CLE/Rokkor
In the manual of the camera, they said, that only if a red filter is used there is need to make adjustments to exposure.
It´s correct?
Does the camera measures from the lens?

Absolutely.
It is TTL. It measures on the first curtain (there is an ad hoc pattern on the curtain) and/or on the surface of the film.
If you shoot infrared you have to correct focus (see p.30 of manual)
So the camera should take care to compensate for your orange filter
