Shelter do a great job, but as with any organisation they need to realise where their mandate ends. If a polite request not to photograph their collectors is rebuffed, politely, then that should be an end to the matter. Taking it further is starting to move towards infringing others' rights. Having a policy is one thing. Having one that is unenforceable and is in itself a potential infringement of others' legal rights, is another. It might be worth emailing Shelter and pointing out that some feel strongly about operating within their rights and photographers and that there are already too many restrictions without trying to add more. If they are reasonable then they should respond accordingly.
