how to repaint your camera?

I'm also in the SF Bay Area (I don't know if the term "the bay area" is universal:p)

Unfortunately, I don't know any well regarded Leica specialist in the area. Of course Sherry K and Don G. (DAG) will come in mind first, but They might be too busy. Youxin did my iiif before and answered all my questions and concerns about my M4 via email very quickly, and so did Steve Choi in so cal. I think if you email Youxin, you can get some info and what you can do / how much the repair costs in the same day;)

As others have said, the camera looks fine.
As to the spots in the viewfinder, if they are specks on the viewfinder window, removing the top plate is fairly simple, you can then clean this window and put it all together again.
Leicas are not that complicated, they were built by people as well....

That is definitely not normal. The only reasonable explanation was the person whom you bought it from lived near the ocean or had exposed the camera to very salty/mineralized fog and it got inside the camera. I'd get it cleaned.

All the marks you're talking about on the camera are bound to happen anyways. If you're so inclined, you can order a new top plate from DAG and have him install it though. The less pricy option would be to just deal with it; these marks make your camera unique!

I also agree with avoiding a home paint job.

I also definitely agree with getting those viewfinder spots checked. Looks like condensation that dried. At the very least, they should be removed.
