Well, they at least pretend to offer PayPal payment and a shipment option with tracking facility. If they're planning not to ship anything for those $2900, they're offloading the risk to eBay buyer protection.

This is true, however, people don't seem to stop and think about the idea that if something seems too good to be true, it probably is.
