Hurricane Talking Heads-why?

Why is it that every talking head with a news agency/weather channel has to stand out in the wind and rain getting wet before/during/after a hurricane? As if he/she couldn't get the point across without trying to be dramatic when we have seen this hundreds of times.

Must be some sort of code of conduct they swear by...

LOL, I've always wondered if they are really on scene, or actually in a comfortable studio using some kind of video manipulation to make them appear to be there.
