When I put my Nex3 in IS the aperture is set at 2.8. Is there a way to change that or is that it?

Image Stabilisation? Which does not make any sense, at least for now - unless the poster has been shooting with a prototype (where his NDA should tell him to ask his support engineer rather than some Internet forum), there is no f/2.8 stabilized E-mount lens around so far.

Maybe I meant Anti Shake Mode. As you can see it sets the f/stop to the widest. Here 2.8 on my 16mm lens. I was wanting to know if I could change F/stop in anti motion. I come from Olympus where it can be changed.

If you are talking the "anti motion blur mode" you may be confusing it with actual in body or in lens image stabilization. They are different and operate differently.

If you want to select your aperture, use A mode. Then you can tweak your ISO and shutter for a good exposure.
Alternatively, have you tried setting your ISO higher to see if the anti-blur program mode will then go up from 2.8?
The IS is in the lens, it's not in the 16mm/2.8, but is in the 18-55 kit lens.

Have you tried setting the camera to 'aperture priority'...or 'A'..... ...the wheel then adjusts apertures. Ap priority is a very useful mode with these cameras,..I do 99% of my use in 'A'.
According to the pic you have posted of the screen, the camera is NOT in anti shake mode because the little hand symbol shows 'OFF'.

Yes the little hand is for if you have an optical stabilized lens, which I don't. The mans head upper left means it is in anti blur mode. The camera goes to the lenses widest apeture. I was wanting to change that. I guess I can't.

I don't have a Nex but you may not be able to change any of the camera selected parameters in that mode. I think it is automatically trying to give you the fastest shutter speed for the amount of light available. Bad light = lens wide open and a high iso setting and a burst of frames. It tries to achieve some of what IS does but in a different way.

It is called anti blur mode and it works only in 2.8 aperture on the 16mm lens.

"Anti-blur mode" means that it uses the fastest shutter speed it can,...consequently, it will also use the largest aperture available,...in this case f2.8
Most of these modes are less than useless for real world photography,...try to use one of the basic modes that give you some control ove the cameras parameters.
