Sorry, I don't see your point...
Rodinal gives, right used, a wide tonal range. Is this flat? Is this bad?- I don't think so.
Rodinal gives accentuated grain. Is this bad? Matter of taste I would say. I don't think so.
Rodinal is a bad developer? Your opinion, maybe.
But 120 years of production say: your opinion is not the only possible...
 
Shooting at 200, you should be fine. You lose one half a stop anyway with Rodinal so as long as you think you exposed properly just cut the development. At this stage I wouldn't change the agitation cycle as that will add a different variable to the mix. Just change one thing at a time.
 
Granted that I put my negative in an enlarger instead of a scanner, I am very happy with results obtained - when shooting with Neopan 400 and its clone Legacy Pro 400 - rating them at 800 "as default" and developing in Rodinal 1:100 with standing technique.
