I would not buy one unless you can examine the glass yourself for problems. They suffer not only spots, but more than the usual incidence of haze for a lens of its vintage. I think there are better alternatives for not much more (or the same money).

Yes that's a pretty good deal assuming it is free of haze, which they also get easily.I bought a m-rokkor 28mm f2.8 on ebay for 312$ without any white dots claimed. Is it a good deal?

Don't worry, be happy.
It's a very good lens, and you got a good price. Even if you have to pay to have it cleaned, it'll still be cheaper than any Konica, Leica or Zeiss alternative. It's at least as good as the pre-aspherical Elmarits, and (I think) smaller than any modern 28mm other than the CV 28/3.5.
I have one, I paid a little more than you did and I paid to have the spots and haze removed - and I don't regret it.

Sorry but this lens does not suffer from haze unrelated to its documented white spot problem. So Yes it has the complex white spot problem with varying theories for its its cause but not once have I heard or seen any haze problems let alone over about a lens of this vintage as you say. I have handled dozens and any haze claim is simply false. I think you may be misinterpreting people referring to the white spot problem as haze. Its a great lens and thats a good price, you will be pleased with it im sure.

Well I have the lens now and it does not have white spots but I think it has haze. It is visible under strong light in the inner spherical lens. it gives an impression like it is sanded. It is not serious but I need to test before I speak.

I bought a 28 rokkor that I had to return - haze and white spots. The seller (from ebay) said it was immaculate. NOT! I don't think the white spots were too detrimental but the haze made the lens unusable - low, low contrast. Too bad, nice sized lens.

There is one M-Rokkor 28mm f/2.8 lens for months on Japan Exposures : here.
It was 55.000 JPY, then 49.000, now 39.000 JPY equal to 480 USD or 340 €.
It's said to be in excellent condition with proper hood and without spots.
I would be glad to test it on my CLE but I'm not a 28mm user at all.
If this can make someone happy...

It would have made me happy 48 hours ago when I won the auction for a 28mm M-Rokkor for 40.000JPY. Well the difference is not that large ...
