I think that the bill will change to a ten million dollar lower limit as it moves through the mark-up process, and I think the bill requires that the taxing entity provide just the software you've mentioned free to the retailers.

The last two items I bought from KEH had CA sales tax added. I checked with the local shops first to be sure they didn't have what I needed.

I have yet to pay sales tax, as my address on my credit card at Amazon is my old Delaware address. If this passes, it will add 8% to a large portion of my purchases.

I bet it will be Windows version tax software for free 😉 if you run your business on Linux or OS X, you'll have to write your own or pay.
Speaking from the position of having a small business that sells internet based subscription software, I can tell you this bill will cost us not insignificant productivity lost to integrating tax account software, and managing the remittances. That is time spent instead of innovating or adding value, which is what we startups are supposed to do.

Could this be the end of eBay? Probably not, since buying and selling there is a well established habit, and habits are hard to break. It could cut into their business though, once online buying and selling no longer seems so attractive compared to going to the local dealer, where you can get customer service. Ebay might have to reduce its final value fee to compensate.

It's eBay that's behind the move to raise the threshold to 10 million, since that's the "small business" threshold for other government departments, SBA, etc. I heard about the software provision on NPR and, I think, On CBS news.

I saw a comment regarding states providing software on CNN and Yahoo! If Keith needs a link, I'll boot the PC, as cut and paste on the tablet is too annoying for me to take the time.

I didn't search the bill itself, but this USA Today article (published prior to Senate passage) mentions the requirement, along with the need for states to provide a single entity so that companies don't need to wade through city and county issues.

Yes, but I provided a link and added an additional bill feature.
And, I hope it passes, as I like to support my local dealer whenever possible. But I agree that the House beats to a different drum.

It's mentioned in this USA Today article, "Times Have Changed" section, second par.
In my county in northern IL, each town has a different sales tax rate.
Personally, I would shrug it off and keep on buying photography gear online, which will still likely be cheaper.
