The US Court of Appeals for the First Circuit just ruled that filming the police is a "self-evident" First Amendment right:

Now Illinois is not in the First Circuit, but it is hard to see how the courts would rule otherwise.
The problem is that the poor guy's life was made a living hell, and the responsible parties will almost certainly evade any accountability for their actions.
