This case is for a lens hood. For an S-60 (Standard lens, 60mm clamp-on diameter) perhaps.

I think its a retainer. It goes inside the lens hood, so that the lens hood won't fall out if you unbutton the flap upside down.

I believe the leather strap is meant to hold a filter in its plastic case. I once got a lens hood and filter in a case like that, if I remember correctly.
