OT - Leica Mini Zoom

I have recently acquired this litle P&S however the manual is in Chinese (I think). Are any folk able to tell me whate the "+EV" mode is? My initial though was that it is exposure compensation, however once in that mode, there is no way you can alter anything. There's no other buttons to do anything.

Secondly, what's with all the framelines in the viewfinder?. The viewfinder zooms in and out with the lens, so I don't really know why there are additional frames and markings.

Any help is greatly appreciated. By the way, I love the leather case this camera comes in. Looks and feels like quality.. The camera itself has a plasticky feel (it's real plastic) however it's reasonably heavy for plastic P&S. Noisy too, sounds like it needs a jolly good spray with WD40. I hope it takes pitchers OK.
 
As far as I remember (I used to have one) it just overexposes by 1 1/2 stop in this mode. The additional framelines indicate parallax when using close-up. It is a very well-built camera, but it doesn't handle very well, it is hard to hold still when zoomed in. The lens is not the best Leica ever built, but not bad at all compared to some other zoom camera's of the period.
