For black & white, I doubt that Tri-X would let you down! You can have it pushed, and it pushes well. I have shot Tri-X in Paris, and around France in general, at the box speed during the month of March, with excellent results. There will be less light in December, but enough, I think. Don't forget you can push Tri-X to 800, 1600, and beyond--though I like to keep it under 1000.
Delta 400 Pro and T-Max 400 type II would also be candidates. I like what Delta 400 can do for the Paris architecture. Tri-X is better for street shots.
I gather that you want your color film to be C-41 color negative. I think I will let someone else make a recommendation for that. I used digital for all my color shots in France. It's easier! A little pocket sized P&S, and you are done!
