I was there also and they closed me down unless I started to provide all sorts of information on my credit cards and also provide all my personal banking information. I also had to agree to (read the 17 page agreement) them turning my banking info over to any US Gov. snoop agency which wanted to look at my bank accounts because Pay Pal must comply with the PATRIOT Act. As a non American I was not prepared to comply.

I now send the money by Money Order, it gets to the US or UK in less than a week, usually 4-5 days. If people won't accept this I don't buy from them and go to the next deal. Believe me there is always another seller.

No PayPal for me so add these reasons to the list of grouses people have w PayPal and then go google "paypal problem" your computer will have about a million hits

For Canadians dealing w Canadians I now use on line Interac which is a Canadian Banking debit card system.
 
Odd about the "verification", Joe... I began using PayPal only with a VISA card, and they kept pestering me about getting "verified" and I had a "lifetime limit" of $2000 in purchases without getting veriried. Thie verification involved giving them access to my checking account, and that was my objection. Finally set aside a little-used account for this purpose and finally got "verified" -- they made two very small deposits to my checking account, and I had to report to them the exact amounts of those deposits... this verified their access. They'd tell me earlier one advantage of being verified was "enhancing my reputaion" which I took as total BS, but evidently they're counting on the bank to "vet" the customer as a real person, etc, and this helps avoid fraud.

So what's puzzling me now, Joe, is that I'd think their ability to draw from your checking account for purchases should mean you're already "verified", and so the credit card issue is confusing. I always have to go through more steps in a purchase to use the VISA card because the process defaults to direct payment from my checking account. It is obvious they'd prefer I NOT use the credit card...
 
Joe, I only became "verified" when someone paid me with a credit card for an item I sold on ebay a couple of years ago. In the past, my "unverifiedness" never was a problem: it simply means you can make payments straight from a credit card and only up to a certain amount, and you cannot be paid with credit cards.

My payments have been always really quick, and in my experience, the more bank account transfers you make from your Paypal account into your bank, the faster it gets. Granted, the bit about depositing $5.00 which you then send back is a pain, but then... I am among the lucky ones who haven't been swindled.

BTW, thanks for the information about Discover & Paypal. I think I'll switch my Paypal credit card to Visa... just in case something happens.
 
I have not had any problems with Paypal yet. I use credit cards and also accept credit cards. Only thing that I have not done is transfer money out of Paypal to a bank account when I have funds left over. Heard that they will charge fees for doing that so what the heck, I keep the money in there to buy. Good for the sellers, from experience Paypal does not charge the sellers if the buyers are paying out of their Paypal account surplus. So Paypal is ok, its just painful when they take a cut from your sale.

I didn't use my checking account, Doug. I opened a savings account with $200 and used it. Paypal made 2 deposits of a few cents each and I had to go to my Paypal account and verify the amounts online.

I move money from my Paypal account to my savings account ASAP. Eventually, I move it into my checking account at another bank so the balance in my savings account stays low. That way, if anyone hacks into my account, they're not going to get more than $200.

The Visa I use with my Paypal account is one that I only use for online purchases and it's not from a local bank.

That's just my 2¢ worth. 🙂

I had the same Paypal problem as anandi last week. My credit card was registered with PayPal and I tried to pay for an eBay purchase (I have to own up, another Pentacon 6...) but on trying to pay, I couldn't log in and the web browser would just hang up. A furious telephone call to PayPal revealed the fact that I could only use them for transactions up to £500 before having to be verified. Now I know this would all have been in the small print taht I should have read from the outset and it's therefore my fault but to just prevent you from logging in without telling you why is a bit much. Whilst I also know that it's all about security and we should be grateful for that, I really don't see why PayPal should have permanent direct debit access to my current account when I have no intention of transferring funds from it to them - surely that's a security issue in itself?
 
Hmm.strange.
For me it never took longer than 2 working days.
Today I transfer the $ from my bank accouint to my paypal account; in two days i get a note that it arrived; then i send the $ to the seller, and it gets there about instantaneously (within minutes).
But i'm in the EU, dunno if that makes a difference.
[Same "not verifyed" account, no CC payments accepted etc.]

When I learned from experience that PayPal can "freeze" funds in your account at will because of a buyer's error--and that it takes weeks to get them to clear it--then the bloom left the rose.

I remember mine was only $250 limit. I only realised it when I tried to pay for something more that I hit the problem. So I applied for the "PayPal Expanded Use Program". Took about 4 days to get "verified".

BTW - do I need to register for anything in PayPal for me to receive funds? Not for transactions from eBay.
