I was there also and they closed me down unless I started to provide all sorts of information on my credit cards and also provide all my personal banking information. I also had to agree to (read the 17 page agreement) them turning my banking info over to any US Gov. snoop agency which wanted to look at my bank accounts because Pay Pal must comply with the PATRIOT Act. As a non American I was not prepared to comply.
I now send the money by Money Order, it gets to the US or UK in less than a week, usually 4-5 days. If people won't accept this I don't buy from them and go to the next deal. Believe me there is always another seller.
No PayPal for me so add these reasons to the list of grouses people have w PayPal and then go google "paypal problem" your computer will have about a million hits
For Canadians dealing w Canadians I now use on line Interac which is a Canadian Banking debit card system.
