Pic prepping help needed

I've scanned my cyclist photo so I can submit it for the upcoming RFF book.

I've scanned it 2820 dpi, resulting in a 2544x3824 pix TIFF file.
I've retouched a few spots, let loose my sepia method, and saved several version as TIFF file at 2540dpi (a setting I think I can set lower; 2540 is the highest number), all using PaintShop Pro. (Sorry but PS is just too expensive for me)

Now, how do go about to get a file that is 7'' on the long side (we are agreed on the 7'', right?) and 300dpi?

I really don't understand any of the differences between dpi and ppi, which term is used when and why, and frankly don't really want to know. :) I just want a #!%* 300dpi 7'' long file.
 
You should have a command/menu in your software - something like "Resize" or "Resize image"... When you open it, it should have text boxes where you enter the dimensions, and another text box where you enter the DPI setting. As simple as that. Be sure to check the "Constrain proportions" check box, though...
Then save it as JPEG, choosing the highest quality.
BTW, I just had some B&W photos made at the local lab, from my scanned negs. The files I took to the lab were about 1600 x 1100 pixels, 300 DPI.
The photos were done in 10x15 size (that's centimeters, not inches!). Sharp and nice...
The important parameter is the DPI - it should be 300.

I used the resize box in PSP, changing the image to 7'' on the long side, and resampled(?) at 300ppi.

I'll upload it to Richard's gmail.
 
The first photo went well.

Now I'm scanning my second photo (the reflected tables and glasses: http://www.rangefinderforum.com/pho...4/password//sort/1/size/medium/cat/500/page/1) and it's horrible!

It's full of white spots! I already tried to clean it with some luke warm water and wetting agent, but still there are so many tiny white spots that it's nigh impossible to retouch them by hand. And my SD3 doesn't have ICE or such.

Does any one have an idea of how to clean the neg better? I really want to add this particular photo to the book but if I can't clean the neg better it'll be a Herculean task to spot-retouch it.

Can you get hold of any film cleaner locally? We use to sell Tetenal film cleaner in the store I worked in the UK, I've never used it myself but several regulars bought it, I think Kodak and maybe Agfa make a similar product as well.
 
I tried this programme. I like PS 7 better more versatile and user friendly as compared to the Polaroid.
 
I downloaded the Polaroid program and tried it for some time. I can't get the hang of it. I guess I learn slowly. :)

Could I use alcohol and cotton tips to clean the neg? I've got a bottle of Barcadi rum standing around that's just begging for a reason to be opened. :) But seriously, would alcohol do? Or spiritus (whatchamacallit in English)?
 
OK. I asked my favourite 1-hr lab. They suggested using 70% alcohol. I got it from a nearby pharmacist (for those in Holland: Etos or Dirx should have it in store). With a cotton tip I applied the alcohol from sprocket hole side to sprocket hole side over the neg. I found that letting it dry to the air could take a little too long, especially when the room isn't warm. I blew air over the neg, helping the alcohol evaporate.

The neg looks much cleaner than before. I'm scanning it right now....
