So I just picked up my x100. Hoping to shoot with it tonight after work.
When I go into the Image Quality Menu, it will only let me toggle between Fine and Normal. The Fine + Raw, Normal +Raw, and Raw options remained greyed out.
Is there something I'm missing?

If you're on ISO 12800 Raw is not available. Is that it???

Raw is also not available in Panoramic or Movie modes... just a thought.

Changing image size to "S" fixed it.

That's very strange, I cannot replicate this behavior on my X100. The "S" image size setting only specifies JPG image dimensions, and does not apply to RAW files.
On my camera, I can switch between RAW only and JPG & RAW settings irrespective of JPG image size. In fact, if I select RAW only as image quality, then the image size menu option is greyed out, and just displays "RAW".
The reason why you were unable to select RAW as image quality must be something else.

A couple of times I've had to do a reset on the camera because it was faster than figuring out why it was acting a certain way.
Like when the hotshoe was set to off and greyed out. Later I realized it was because the camera was in silent mode, which turns the hotshoe off.
