Rally to Restore Sanity / Keep Fear Alive

I understand the rally to "restore sanity" part, but can anyone explain the "keep fear alive" part?

We had to move from this relatively tranquil spot on the grassy area of the mall as the crowd swelled in size. It actually got so big and dense that it was a little scary.

Presumably a supporter of California's Proposition 19, this fellow was enjoying a smoke.

Now, the "English was good enogh for Jesus" is interesting. Because I don't know the context, this could be either a sarcastic joke/poke or just ignorance.
