Am leaning towards a bit of both, with hopefully some wild communal partying around New Years Eve/ New Years Day, with some more easygoing pursuits around that 🙂
I'd recommend Moscow. I'm sure its not like other usual suspects but its also the least photographed of all major European cities.
Seriously, check India. It can be far cheaper than you expect. Especially if you are flexible enough for a late booking.You might find the following interesting:

Paris!!!! it was the best New Years eve ever!
everybody goes to Champs Élysées with their own champagne bottle, the avenue is crowded, the countdown begins, trois..deux..un.. Bonne Anneeeeee!!! all the corks fly away from their bottles, champagne everywhere, smiles, kisses, happiness...
cant be any better.
If you want strong emotions, go to Naples.
Paris for sure.
