I removed the front lens group from my Summar and when I was cleaning it some of the edge paint came off of the group rear element, should I try to repaint it somehow or will it not matter?

Would it be possible to post a picture to see what you mean?
My experience with three Summars in various states of (dis)repair is that internal paint degradation can impact image quality quite a bit (see this thread for more about that). So if you're referring to the black paint around the periphery of the lens element closest to the aperture blades on the front side (and it sounds like you are), I'd definitely recommend repainting it.

yes that is exactly the element I mean. the painted surface is tapered and about 1/8 to 3/16 inch wide! what paint should I use? Testors enamel flat black comes to mind or enamel a no no?

I used a matt black spray paint sprayed onto a brush and then dabbed onto the lens element periphery. Any paint that will stick to and stay on the glass should be ok, I'd say.
