Rolleiflex D Still no shutter Cocking Racked In

Well I have tried the technique suggested under the Rolleiflex Screws thread. I can see all parts moving with side cover off. I moved the slotted washer forward in increments to a 1/4 turn.
I still can not cock the shutter when front cover racked in. It will fire when racked out. I will pull the front cover and watch while turning the lever. Of course, I can still use the camera. Just have to wind and cock shutter while racked out. I can then fire shutter at infinity or any position. I did that while shooting the other day.
 
Keep turning? Did you go in both directions?

It's a pretty solid series of transfers. As I remember, the point that intereacts with the shutter is not going to be adjustable without risking bending a round plate that needs to rotate freely around the shutter body.
