Shutter dial on the RC

This may be a dumb question but the instructions in the RC manual they say you should use the shutter speed 1/30 when using a flash. Does that mean that the 1/30 shutter speed is only available for flash use?

No! I never use a flash, but I often use 1/30 with the RC.
