I have shot an HP5 film that expired in 2003. I see the stand development at 1:100 with 5ml Rodinal at 20°C for 60minute as the safest way to develop it.
When the Rodinal is exhausted, not much can go wrong if the time is selected to be too long.
Am I correct, that this would be fafest development for any expired film?

I would suspect that you would build more fog with stand development than a standard development scheme. For very old film, low temperature HC-110 at dilution b (65F) has always worked very well for me. 2003 is getting pretty old now for a 400 film.
Some benzotriazole is another good option, perhaps better for film of that age?

I agree with above. Even if you use the standard development time, temp, agitation you will be better off than stand development with Rodinal.

Agree with suggestion about standard development time and benzotriazole if you have access to it. Look for internet about usage. That should lower fog.
I normally use stand development with Rodinal on bulk loaded film that I forgot what kind of film it was or used ASA.

I think I used some of the recomendation on some very expired Plus X 100ft roll that wasn't stored properly.

If you try that, I hope you like grain, especially if it's 35mm film. Because oh boy, you will get it.

17C, HC110 and 2ml of benzotriazol in the tank of 300ml.
Exposed at ISO 100 and printing through the fog brought good results. I was inspired by the linked article.
I don't really have a comparison with the film developed normally (no benzo, 20C) but another person who shot from the same batch said my negs looked clearer.

Lot of work getting getting images on film so why save money on old expired film.

Especially with Rodinal, so be more than careful (uneven development is another reason to not do it).

Thanks to all. I will try the standard development with benzotriazole (if I get it). So stand development is not really the silver bullet for such a case.
I used the HP5 film for some landscape photography to get used with the new (old) Leicaflex SL. If the photos do not turn out well, not much is lost. I hope to post some here.

I do quite a bit of sit stand with old film (mosty tmax100, but also neopan), what I've run into from time to time is bromite streaking. So be careful.
I try to minimize streaking by turning the tank upside-down at the halfway point of development. But if I'm doing stand, its mostly because I'm trying to develop something ancient like Kodacolor-X, Anscochrome, or similar where I have no idea what would be the "normal" development time for. Heavy fog is present though, almost always.
