Summicron needs cleaning

There is some smeary stuff in my lens. You can see it under the ICR of "summicron". Is this stuff easily cleaned by a shop? I will send the lens in for that (if cleanable) as well as re-lubing as it has a very stiff focus.
Who does good, not too expensive, fairly quick work on lenses?
