I bought the NEX 3 with 2 lens kit. The 16mm does not come with a lens hood (or at least I can not find it), the 17-55 lens does (and, of course, it fits the 16MM lens). Am I supposed to swap the hood and also use it on the 16MM? Or is it not needed?

As I don't have the 16mm, I would just say "try and see". 
Since the hood does not make the kit 18-55 zoom vignette at 18mm, maybe it does not produce vignetting for the 16mm lens either.

I bought both lenses with my NEX-5 and the 16mm works fine with the 18-55 hood attached.

Yes, I believe the hood is the same for both. That being said, although I certainly promote the use of lens hoods, the 16mm is one of the more flare proof designs around.

you do not need a hood on this lens, with or without the wide adapters.
while the sun in the above test shot looks cloud bound, it was actually blazing pretty good
at any rate, I'd love to see some flare samples from this one.
