The Werra is a great bit of design, with smooth surfaces on it, and all the controls, including the wind, falling naturally to the hand.
I would be comfortable giving the title to any of these:

Of course every one's opinion will be different. Based upon general knowledge of camera history.
There was a camera sold door to door back in the 60's, The Triad Corp. Fotron that was in the top ten for ugly, at least.
Samsung as a brand certainly has a few contenders:

No idea how ergonomically friendly they may or may not be...
Just to stirr thing up: maybe not the ugliest, but certainly an ugly camera in my eyes: the Olympus OM-D. I know it has its share of fans, but really? What is it but a wannabe manual focus camera? Why does it have that ugly bump for its EVF? Compared to to the Sony Nex 7 camera it is form over function, while the Sony is function over form.
And that Hassy, it is a bold statement and I like bold statements....

What can I say, I really think it is ugly. Lens to body proportion is all wrong.

I still can´t understand why so many people think it is sooooooo cooool...
Right you are. I call `em zombie cameras cause you look like one when you use it.

I love the ECX-1. But I do feel a little silly shooting it.
