... just because a building is open to public use doesn't mean that you can do whatever you want there.
And ditto for buildings financed by the taxpayers, an argument some have made about that Tennessee library. Stand at the gate of a military installation and take photos of people entering and leaving, for example. You're in public, they're in public, tax money paid for it. People in uniforms will very quickly approach you.
The simple assertion of rights you believe you have is almost always insufficient when other people have an interest in keeping you from exercising that right.

Librarians are very protective of their patrons' privacy rights -- the list of books they study and check out -- and of the ability of their patrons to study those books in private.
Colleges are supposed to be worlds of their own. As a student I wouldn't feeling too comfortable with an outsider with no standing in that community coming in and taking pictures -- a non-participant carrying off something of that life away with him.

Not trying to start a fuss, but what would be your point? Do you have the resources to compete against a state university in the courts? Is the right to take pictures in one school library so important to you that you would risk your financial stability to assert it?
I have this particular peccadillo with authority types that abuse their power. Historically speaking, I have been known to pick a fight on occasion. So yes, I'd take them to the wall just for fun. Hypothetically, a case like this would cost me maybe $5000 to prosecute vs $500,000 for the school. If I were a betting man I'd say they'd cave in ADR. But, this wasn't me, it happen to Wil. If he's willing to suck it up, so be it.

If it's a public institution, there's probably an elected Board Of Regents or equivalent you might contact. These people answer to the electorate and may be able to help out.
