Havana 2010 - In 2080 the Cuban government asked Pepé if he wanted to stay in jail there or be sent to the US as part of the Mariel boat lift. Ten years later the Miami police department asked Pepé if he wanted to go to jail in FL for selling drugs or be returned to Cuba. He pedals a bicitaxi for a living but did not want to work that day since it was too hot. He was showing me his empty refrigerator while complaining about his poor economic state.

1) Buy a ticket from jetBlue, American Airlines, Southwest, or Delta. When buying the ticket on line, you will be asked to check a box indicating which of the 12 travel exemptions apply to you. Most tourists check the box "support of the Cuban people".
2) Drive to the airport and check in. You will be asked to buy a Cuban tourist visa from the airlines. It costs $50 to $100 depending on the airline. There are no qualifications or review. It is basically a receipt that you have paid the entrance fee charged by the Cuban government.
3) Board aircraft and fly to Cuba. Cuban immigration will ask you why you are coming to Cuba. Tell them you are a tourist. They will smile and welcome you.
All of the above requires you reject the US government argument that travel to Cuba is difficult and tightly regulated. It is not. In fact it is quite simple and totally legal.
