It's cheap, but I never was able to get consistently good color from scanned color negatives with Vuescan: I think the assumption is that you will remove the cyan cast with other software. I had better luck scanning slides and black and white negatives.
Licensing terms are generous, allowing use of a variety of scanner hardware and OSes.
I haven't seen any scanning software that gives good color with color negs, unfortunately.
In Vuescan, try setting the film type to "Generic Color Negative." I've found that to give consistently better color than choosing the actual film type I was scanning.

Oh yes, I did try that and it helped to some degree. But the feature I really was keen to try was Vuescan's ability to create a film profile in combination with Wolf Faust's color target. And this sort of works, but still results in cyan-tinged scans (sigh). Sometimes I feel like certain features in Vuescan have been broken for years and never fixed.

Isn't your cyan tinged scan something that is quite simply fixed using your image editor? Or, are you trying to get final product right out of the scanner without using an image editor? If so, can't you just reduce the amount of blue and green intensity in the Vuescan color settings?
Sometimes I feel like certain features in Vuescan have been broken for years and never fixed.
I can say the one real problem I found using Vuescan for many many years was fixed by Ed Hamrick and included in a new release within two days of me notifying him of it.

I'm a new user of Vuescan after picking up an old photo scanner for £40: Epson 3200. I figured if I like the idea of scanning my own neg's then if I upgrade to a different scanner then the software will work with that too.
It may be of course I end up going down the Plustek route and the software will become redundant but that's a consideration for another time.

I run an Epson V500 with Windows 10, MacOS Catalina, Linux Manjaro, MxLinux. I have used Vuescan since 2010. If you have questions, I can try to help.
windows 10 works good
MacOs Catalina works good
Linux Manjaro... I had to jump through some hoops with Arch and date issues with the software.
MxLinux... Works Great..
