Only if the camera has never been registered. If you register the camera on the Leica website, it will tell you what goodies you're eligible for. Likely the filters were already claimed, but you never know!
 
The reason you don't want to use 1250, 2500, is the noise is a huge jump up from 640, which is totally usable. If you try and push a 1250 file just 2 stops you'll get tons of artifacts. You can push a 640 file 3 stops and have way less noise.
Underexposing at 640 can be done with good results, but I use 1250 all the time and even push it. It's not that bad, especially when printing.

This is ISO 1250 pushed two stops to 5000 with no noise reduction. Yes, it gets noisy, but it does not look bad at full size and prints very well.

And here's one in colour at 1250 with no noise reduction. There is slight noise in the shadow areas, but nothing terrible as the exposure was quite fine. I believe this one was f/1.9 at 1/60 or 1/30.

When I registered my used M8 the offer showed up on my profile on the Leica site (where I have all of my Leica stuff registered). I filled out their form to redeem the offer and Leica sent me an email saying this was for the original owner only. I sent the a polite letter back suggesting that they should state that clearly on the form, and perhaps they should not have the offer show up for people that clearly stated that they bought the camera second hand when they registered it.

A week later I was surprised when a package arrived from Leica with my selections for my 2 UV/IR filters.

I don't know if the camera was previously registered.

Perhaps the've fixed their form? I don't know.

Thats what happened when I got my M8 just needed the barcode of the warranty card bit.
