It's absolutely not unusual that there's no half stop between f/22 and f/16; this was standard until recently, erm 1970s, or so, before microchip-nonsense and cheapo plastics were built even into expensive lenses. —— Roger Hicks could explain the reason why, do you have any of his books? I think it's explained in his book «A History of the 35mm Still Camera».
On Pentacon lenses from the 70's half steps are normal. They occur on my 50mm, 29mm and a 135mm I received yesterday from ebay, which has a half step between f22 and f16. The aperture rings on all three lenses have aperture indents that are a bit lighter than on many other makes and the slight stiffness of the ring on the 29mm sometimes gives the impression that its half-step going from f22 to f16 isn't there, going f16 to f22 slowly shows it is.
Here's a pic of the Pentacon Electric 135mm lens I received yesterday:

It's in very good condition but the focusing ring is a bit stiff, I hope it'll loosen up with use.

Yes, you're right. Just tested my "zebra" Exakta lenses: half stops all the way! Well, then, the East Germans were ahead, they managed to implement equidistant f-stops on their aperture collars, years before open-aperture TTL light meters were a topic...

The lens focuses from infinity down to 1/2 life-size (1:2) and with the PN-11 auto extension ring from 1:2 to 1:0.88. The pair will be attached to my Nikon F3 / F3P (with K Screen). You can still buy these new-off-the-shelf, but used (in excellent condition) was a steep discount. Happy Holidays.

Just got my 12th Nikon FE (I think 12). I use them for a year or two then give it away to a newbie to film. Why? They are the perfect first film camera. Sturdy, simple and cheap. Just paid $37 for the current one.

Just been building my kit of late as Leica saving is on hold again but lately I have bought another Konica Pop and a couple of books on photography including HCB's New Horizons.
About a month back I also invested in some more Russian LTM lenses as I wanted to experiment with 35mm focal lengths and my original Jupiter 8 is getting a bit rough.

How about that, the Canon 50 1.4 LTM I just bought, came with a long slot adapter for 35. No big deal since i have a 50mm adapter. A bonus because I can use my lenscap-sized 35mm f 3.5 Elmar.
