I've read that the Summitar glass was glued in. I didn't find it that way. I believe they are swedged in with a rotating wheel swedge (think can opener in reverse).
However, there is a screw in mount version. I think about 10% of the total production made were the screw in retaining ring variety. It's best to find the screw in ring type rather than mess with the swedged models. They aren't that rare, I've found 3 just shopping on eBay.
If you must (this worked for me), lay the filter face down on a table, take a common snap fit PVC 35mm film container with the open end facing the rear of the filter and give it a good pop with a mallet. The glass pops right out. It won't break.
Any 39 mm glass will fit in and can be easily glued in with silicon. Silicon is easy to clean up.

As far as the color goes, it's aging; mine are bright yellow, not green!
