I've never heard of the I-69. Are you sure it's a rangefinder lens? The only 28mm FSU lens I know of for rangefinders is the Orion-15. I will look in Princelle when I get home tonight.

According to Princelle, the I-69 was made for the Chaika half-frame camera. While it had a 39mm screwmount, it isn't rangefinder coupled, and probably has a different focal registration than LTM standard. He does note that it could be used as an enlarger lens.
